How to raise £1bn annually for net zero transport

This article contains a fivefold strategy for the mayor, assembly and parliament to pursue: i) Turn all paths into shared paths throughout London and the metropolitan greenbelt, with minimum width set by secondary legislation; ii) Create half a dozen bike priority outer borough town centres; iii) Extend the DLR, Tram and Overground in the outer boroughs; iv) Build 3-4 suspension swing bridges; two short rail tunnels; and v) Build up to eight car and lower van toll tunnels.

There are three purposes for the toll tunnels: i) To raise revenue for bike, pedestrian, and public transport investments and improvements; ii) To nudge most outer and inner borough households into e-vehicles; and iii) To make north-south journeys and south-south journeys more comparable to east-west journeys (M4, A40), and diagonal journeys.

There are additional benefits of the toll tunnels, direct and indirect: To London households, businesses, productivity, competitiveness, and society at large; Less pollution and noise; Better access for vans, lorries, cyclists and similar; On the new toll, and the existing (strategic) road network; Improved access, for the self employed, SME and skilled professionals.

Brothers in Arms: London priorities for a prosperous England

England is maybe in need of a reset after fourteen years of Tory and LibDem merry-go-round governments; Akin to a banana kingdom? London is by many seen as the solution; As England's saviour in shining armour? I will in this article, argue that London and Londoners need to tweak direction, and tweak attitude: For north and middle England to resurrect and prosper. I the author, is London born, and lived for a short decade, north-of-the-north, in Edinburgh.

The future of London and England is bright and promising; But only if national, regional and local decisions makers act together, Universities, research institutions, royals, churches, businesses, unions; professional, voluntary and non-goverment organisations included. Maybe for a quarter, third, or half of these organisations, to refocus their 'reason d'etre' away from London as we know it. And for half of these organisations to anchor their centre of activities in one of the dozen largest cities elsewhere in England, away from the East South East. The rich, academics, intellectuals and educated included.

Will this be London's armageddon? Without parliament, government, lobbyist, political media, political NGOs, two dozen ministries; Altogether 50-100k high income people and professionals; Including their spending power and influence; Throughout London and the home counties? Or will London continue to succeed and prosper? Like non capital cities across the North Sea and beyond; Places such as Rotterdam, Hamburg, Frankfurt, Munich, Geneva, Zurich, Milano, Lyon and Barcelona.

What do the above strategies mean for London? Is it the end of the metropolis as we know it since 1945, 1979 or 2000? Can London adapt, tweak and nudge itself into an accelerator of prosperity; Of not just itself, but also the nine largest cities of the North, Yorkshire and Midlands included? For London, this may result in one hundred thousand fewer superior paid jobs, a quarter million fewer households, and a hundred thousand fewer students. A apocalypse or armageddon? Or a manageable tweak of direction? Improving social mobility, social well being, and quality of life. Both for Londoners within a streamlined London. And for the inhabitants of the nine largest cities of northern and middle England.

Early summer celebration of Sydney

Our latest trip to Sydney has been a triumph and apocalyptic. Based in Alexandria/Erskineville, we managed to visit a dozen places, on average 1½ new places a week.

The triumph was that everyone was exceedingly friendly, helpful, curious, concerned. Both locally, within less than a quarter of a mile, where we spent a disproportionate amount of time. Including the local community centre, where we did exercise classes. And beyond. It helped being white, middle aged, with money and English speaking. And it helped knowing inner Sydney.

Seven years ago we did a similar trip, but managed to achieve two or three times as much. But age and illness have caught up with us.

Googee_ is fantastic, near NSW uni, easy to get to from most places; a v.long walk downhill from the L2 tram stop. The ocean was two degree warmer than normal for spring, so swimming was possible from week one. Unfortunately all the traffic, the road tunnels and the luxury SUVs adds to the ocean warming, but why want Australia embrace luxury e-cars, a nation with 'free' electricity? And without a bus hugging the coast, most local beaches and sites south of Bondi are off limit if walking is an issue, unless time consuming transfer through bus hubs.


Newtown_ King Street is much the same as in the past, with a very busy and prosperous top half. In the future, maybe it can benefit from more parklets outside hospitality venues, tree planting at junctions, more bike parking. And more trains stopping at weekends and during off peak hours. I practiced yoga at the far south end, once or twice a week, at the same place I first frequented 17 years ago.

The city centre has improved gradually, with more people, more workers, more residents, more retail. But degenerates with (increased) volumes of traffic. Maybe learn from the City of London, and half the road space available to cars. Maybe time has come to shut a quarter of streets to through traffic at all times. And another quarter of streets outside peak hours.

Mosman and Middle Head_ The area, the public realm, the bayside, the hospitality venues are fantastic, the wealth overwhelming, almost troubling. We swam at Obelisk, Cobblers and Athol bays, the latter by the zoo, and a convenient 20min boat trip from Circular Quay.

Mosman is choking, both with through traffic and local traffic. Maybe an automatic underground light rail, with stations under Neutral Bay and Spit junctions, crossing the Spit Bridge on a viaduct, towards Mandy Vale and Brookvale is needed.

Woollahra_ Our venture to Redleaf beach included mandatory visits to Edgecliff; a fantastic little indoor town centre on top of the station, where you can accomplish daily chores all in one place; To get to Redleaf, involved a short bus ride along a 4-6 lane car jam; Maybe more could travelled by e-bike? Maybe the local buses need to be free for adults? Redleaf beach is a hidden treasure, where I think maybe I should retire and die nearby.

Blue Mountain_ This was our first visit to the hills together, and my first overnight weekend visit. We enjoyed awesome company of almost two dozen, great hospitality, great program and excursion, stunning views west – across the river valley towards endless further mountains in the far distance. The retreat was genuine seventies, comfortable, stylish and well kept.  

Six further places_ We also changed transport at Parramatta, North Sydney, Bondi and Manly–spending 1–2 hours in each place. As well as visited the far NE beach of Botany Bay. Places where we visited in the past included north shore and northern beaches, walking a majority of the coast from Palm Beach to Cronulla. Including past visits, I have walked the entire coast and most of the middle and eastern bay.

London vs Sydney_ Returning from Sydney to London, Londoners need to cheer up. Maybe the Mayor needs to conduct an annual survey, where Londoners friendliness is rated. With the aim of increasing the friendliness decade by decade. And indirectly create a competition between various parts of London and Londoners, between Londoners of different backgrounds, geographic, social etc.

Summer 2024_ I achieved four records last summer; Cycled 75 km up and down from Barnstaple via Exmoor to Bridgwater during two days; Cycled 100 km along Elbe in one day; Crawled 1.5k nonstop in 45min at LF Lido; And swam 1.1k nonstop in 45-55min in a pancake flat and still Flughafensee.

Target the over 55s to ease the housing crisis

This article argues that a good, effective and sustainable way to ease the 2020s housing trap, is to build up to two million homes for the +55 year olds throughout England. Not especially targeting the 15 per cent richest, nor for the 15 per cent poorest, but targeting the remaining two thirds 55+ year old mid-income households. The 2020s housing trap is not unique to the four nations of the UK.

My proposal, is to build up to one million council and housing association apartments for the +55 year olds, 9 in 10 with one bedroom, during the next 10-15 years. To allow for a significant proportion of the +55 single households to leave their larger council/housing association or privately rented homes. To settle in bespoke apartment complexes reserved for the +55s. With the proposed number of public housing units built annually, equal to 2-3 times as many public housing units built annually c1997-2010.

The 55+ housing communities advocated above are for the 'younger' elderly, mostly moving house in their early or late 60s. Where the housing communities are self supporting. Where the social benefits of having several dozens 55+ year olds within one medium size community – with their different personalities, skills, experiences – is invaluable. For the individuals, the community, the neighbourhood, and the society at large.



Postscript
Maybe one last key to unlock the 2020s housing trap, is to reform ownership of underused urban land, undeveloped urban land, urban land with absent and/or overseas landowners. To bring back all such land to public ownership – in care of the local authority, Homes England, the county council or regional authority/mayor – with apx one third each.

Illustrated London Picture Atlas


Illustrated London Picture Atlas_ During the last two years, we've prepared a medium size book on London that combined photos and text, and that covered both the outer and inner boroughs of the capital in equal measure...  

It is a draft illustrated picture book on the social, geographic, urbanism, transport & history of the 32 London boroughs. The latest version has 60 double pages with two thirds photos and one third text. Each double page contains half a dozen illustrations, each accompanied by a short story or text, present or historic. With an encyclopaedic introduction or summery per double page. 

The latest draft presents all outer and inner boroughs, the former typically on one double page, and the latter on one, two or three double pages respectively. Due to the very rich history of the eleven inner boroughs, focus is typically more on pre 1800 & post 1900.

The publication of the book will take some time, as there are 350 photos that need accreditation. An earlier draft also included about thirty thematic double pages on: history & society, work & leisure, built places & institutions.

Socio-Cultural Place Studies Guidance

What are Socio-Cultural Place Studies? 
Places can not only be understood as physical structures or as result of physical planning. How we experience a place and what meaning we attach to a place determined who we are, where we come from and who we meet. Moreover, the dominant social practices developing in a place, give the place cultural meaning. This results in a sense of belonging for some and a sense of exclusion for others. As such, there exists perhaps as many notions of the place as there are local people. 

Using socio-cultural place studies, these images, positions and practices can be analysed to provide a better basis for decisions about what a place may be. Socio-cultural place studies, where a place is considered a social and cultural construction and a 'local community product', can provide valuable knowledge for use in work on local place making and development. Important concepts in such analyses are place use (practice), place images (positions and representations) and place interests (power relations). 

Socio-Cultural Place Studies Bring New Dimensions...
Socio-cultural place study bring new dimensions into local place making and development in relation to historic, physical or aesthetic place analyses. Such traditional place studies are primarily based on registrations of landscape, buildings and other physical structures. The purpose has been to improve the aesthetic and functional qualities of cities and towns. Through conferences and courses, extensive guidance material. And assisted by architect and landscape architect consultants,  traditional place studies where prepared by increasing number of municipalities throughout Scandinavia. They use methods of analysis of variation through time, i.e historic development, and through space, i.e characteristics of a place.

The social and cultural aspects of a place is rarely mentioned in such traditional place studies, in line with what was intended. In guidance issued by the Norwegian Environment Ministry it states that; 'As a rule, [traditional physical] place studies will constitute a limited knowledge base for [spatial] planning' (Environment Ministry 1993). 

What traditionally has been perceived as physical spatial planning, affects socio economic groups differently, have different symbolic meaning for different groups and are subject to conflicts of interest, both among professionals and throughout a community. These experiences, views and interests are important to clarify, both in strategic long term local planning, and in the more short term or local detailed planning in the form of zoning, master and building plans. In the latter type of planning, socio-cultural place studies can offer an important contribution. 

It is also possible to use socio-cultural place studies in locations that have an unfavourable local place image, and where different participants join forces to try to 'rebuild' a local place image, or construct a new one. In such instances it will be important to identify the different notions or images of a place, and which participants relate to what notion or image. The perspectives and methods described in this guidance, is useful in preparing such studies as well as in preparing a new or rebuilt local place image. 

Socio-Cultural Place Studies Can Increase the Social Capital of a Place
Socio-cultural place studies can mobilise local communities, by establishing a dialog between participants and make the various participants aware of each others roles and positions within a local community. Socio-cultural place studies can increase the social capital of a place, by establishing links, contacts and relationships criss crossing social and cultural lines. 

Socio-cultural place studies can also uncover long established power relations within a community, or newly established relations that may have a major impact on local place making and development. 

It is important to stress that socio-cultural place studies are not the same as traditional community participation. The origin of participation in a Scandinavian physical planning practice, is that different groups and actors have different standpoints and interests, but that these participants are often involved relatively late in the preparation drafting a development plan, in line with current planning legislation, practice and guidance. Traditional community participation further reflects a different understanding of place and uses a narrower variety of methods than is available in socio-cultural place studies. 

While traditional community participation reflects stakeholders' views about a place or a place's development, socio-cultural place studies consider a local place as a product, and a mixture, of different participants' and groups' beliefs, values and interests. An important difference is that socio-cultural place studies also consider the role of planners, politicians, developers and the media, i.e groups that are active participants and groups that set the agenda in local place making and development. 

Why Do We Need Socio-Cultural Place Studies? 
We live in a society where there are increasing demands for transparency. Decision making should be transparent, and different stakeholders should get insight into processes that determine the parameters for their daily life or business. At the same time, society has become more diverse socially and culturally. The multicultural perspective is also about cultural differences and lifestyles that can combine or break up traditional social categories such as class and gender. One example is new consumer patterns, that are very important in local development. This is evident in gentrified neighbourhoods such as Grünerløkka, where many new kinds of shops and services have emerged that target new lifestyle groups, in what was traditionally a working class neighbourhood of inner Oslo. One of the objectives of socio-cultural place studies is to capture this diversity and analyse its importance in urban development.

Contents of Socio-Cultural Place Studies
The basis of socio-cultural place studies is that there exists different notions of a place's qualities, specialities or weaknesses, and not least about how the place should be developed in the future. The images of a place are formed by the perspectives or interests the place is viewed from. Different stakeholders may have the same or diverging understanding of the potential of a place, what kind of development that is desirable and what should be prioritised. Socio-cultural place studies particularly emphasise how different players use a place, what images they have of the place today and in the future, and what interests are related to this. As such, the stakeholder perspective is essential.

Methods of Socio-Cultural Place Studies 
The choice of method, i.e the implementation of socio-cultural place studies, is determined by the intent and the purpose of the study, and by the size of the place. Key questions are: - How will different stakeholders' stances and positions in relation to images or associations with a place be identified? - How can one uncover different stakeholders' use of a place and interests related to this? - What methods are suitable to uncover issues covered by these three approaches?

    City of Southwark 2033

    Below are eleven strategic steps for Southwark's (central) development areas, blue-green network, high streets, neighbourhoods and public health – to prosper, become carbon neutral and e- /cycling-first – within a decade.

    Southwark is historically the poorer 'half' of central London. This was partly magnified after the second world war by 'central' Southwark zoned for (social) housing and light industry/logistics. First reversed in the 1980s by the South Bank Uni and Shad Thames and gradually from the 1990s elsewhere. Southwark can continue and/or accelerate this process, and become the leading carbon neutral and e- /cycling-first inner southern London borough. 

    With a great(er) mix of social, educational and employment offers, groups and classes. A majority of which choose e-/cycling for local journeys. And by providing attractions, services and job opportunities to locals, visitors and commuters, the self-employed and start-ups, craftspeople and artists, the young and the elderly alike. Near to where more than two-thirds of a million people live, work, shop and/or recreate. On a daily, evening, weekend and/or weekday basis.

    Mid-century zero carbon in outer London town centres

    There are one to two dozen major town centres in outer London, about half known as metropolitan centres in the London Plan. Most of these have a thorough retail, housing, employment, transport, public realm, park, civic, culture, sport and/or educational offering. This articles contains seven recommendations of how the major and mid-size town centres in the  twenty-one outer boroughs can become carbon neutral whilst meeting opportunities and challenges during the next decade.

    Some mid-size town centres may have the potential to expand into major zero carbon town centres, particularly in the eastern boroughs, some with substantial brownfield land. But only if they can also provide an outstanding retail, public realm, parks, transport, amenities etc offering. A small number of new mid-size town centres may also appear; Silvertown, Barking Riverside, Meridian Waters included. The recommendations are also valid for major and (fast) growing town centres elsewhere in England.

    Mid-century zero carbon outer town centres

    The outer London major and mid-size town centres have a great future ahead of them, and more so if each borough targets one or two for intensification within a one mile radius area. With particular focus on increasing housing diversity, transport U-turn, ground floor flexibility, upper floor residential intensification, as well as public realm renaissance. With dedicated support and grants from the Mayor of London and TfL for the thirty-odd (potential) major outer town centres.

    At the same time, turning the twenty-one outer boroughs carbon neutral by commissioning 150 10MB offshore wind turbines annually for fifteen years to supply half of the total energy needed within the outer boroughs; transport, heating, cooling, construction and production included.

    The long term aim is to increase population, employment, activities, amenities and service densities within a one mile radius of the town centres/stations. Where more people work, study, retail, exercise, recreate and travel locally by e-/bike – by adults, the elderly and the young included. Including by frequent zero carbon orbital commutes by e-/bike, rail and/or tram. This will provide a comprehensive choice of work, education, retail, sports and leisure opportunities, within and between the twenty- one outer London boroughs.

      Bridging Zero Carbon & Active London

      The expansion of inner London eastwards since the 1980s, together with the ongoing pandemic, is gradually shifting the commuting patterns of the city. E-cycling and public transport will revolutionise orbital journeys between the twenty-one outer boroughs, including between two dozen major town centres. This article sets out 11 proposals for bridging London better together, both across the river Thames, as well as 'bridging' the outer boroughs of the city better together. Improving mental and physical health as well as eliminating the reliance on the motor car in favour of zero carbon active travel, E-bikes included, for local, commuter, education, retail and leisure journeys.

      Set out below are various proposals that allow for extensions of the DLR in the north and east; the Overground in the east, southwest and northwest; the Tramlink in the east; as well as a new Heathrow & West London tramlink. At places such as the Greenwich peninsula and at Dartford/Tilbury/Gravesend, either a tram or a DLR will be provided; between Raynes Park and Kingston either a tram or an Overground.

      Outer borough town centres will be pedestrian, (E-)cycling, e- cargo bike and public transport first, second, third and forth respectively, with the car as fifth. Suburban inhabitants within ½– 1½ miles of town centres, will typically cycle – using own, E-bike, shared bike, or (shared) e-cargo-bike. Benefitting and enhancing mental and physical health and well being. With only 1 to 3 return local car journeys per households per week, typically for once or twice a week shopping, day or weekend trips.

      Mid-century zero carbon & active travel revolution

      Together, the above eleven proposals will allow 99 per cent of Londoners to favour E-cycling, cycling, walking and public transport for 99 per cent of intra-London journeys. Throughout the twenty-one outer London boroughs, the share of car use for all journeys will decrease to levels seen in inner London – local, commuting, education, retail, leisure and weekends included. Improving mental and physical health, eliminating carbon emissions, air pollution and noise for all 8½m London inhabitants in all 3½m households throughout all of London's 32 boroughs – all car households and all households along all major roads included. Benefitting present generation and future generation Londoners alike, up to and beyond the middle of the century.

      A new dawn for housing a more mature city

      55+ Housing Communities 

      After reading the latest London plan and the Westminster local plan, I wonder whether either authority have adequate regard for the oldest one sixth of the population. Twenty-first century London is about to either fail a majority of elderly or a large proportion of the elderly. Why that is, may be partly social, partly economic, partly cultural, partly ignorance. This article argues that the provision of housing for the elderly should change. For the benefit of the elderly, their children and grand children, the economy, the state, the health service, the social services, our local neighbourhoods, communities, villages, towns and cities alike. As well as for the benefit of families with school-age children, needing family size homes, now frequently occupied by senior couples and single pensioners.

      Afterword

      With an increasing number of single households among adults with grown up children, the post-war housing model of families in car-suburban housing neighbourhoods is not sustainable, in a society with a growing proportion of over 55 year olds. This is particularly evident throughout the British Isles, where a larger proportion of households live in car-suburban neighbourhoods than elsewhere in Europe. Where new car-suburban (typically row or semi-detaching) housing, outnumber new urban housing. Throughout most of England and Ireland, with the exception of London and maybe a handful of larger English cities.

      Above, I advocate for a majority of new homes to be built in more accessible walking and bikeable urban communities – as quality apartments or mansion blocks with communal gardens – within long walking or short (e-)cycling distance of high streets and town centres. With the added benefit closer (urban) living has on mental and physical health – as well as for commercial, retail, social and leisure pursuits. Among both the over and under 55 year olds – singles, single parents, the young and childless couples included.

      Heathrow in the post-car urban era

      Nudging passengers to travel carbon free, is in everyone's interests 
      Airports come in two different kinds, the high-carbon car intensive ones, and the low-carbon low-car ones. Only a few airports have a low-carbon low-car modal ground transport share. Some of these are located further away than the average from the city they serve, some may be exceptionally well served by public transport, and some fall within both categories.

      Six zero carbon strategies
      Could Heathrow and the other London airports change from high or medium carbon car to low carbon car? Could the great majority of both passengers and staff chose not to travel by car? This article sets out six strategies for Heathrow to initially decrease and eventually turn ground transport at and around the airport to zero carbon. Reducing car use by two-thirds or more, with the remaining cars, taxis, buses and vans to be electric. The six strategies are relevant whether the airport adds a third runway or not.


      Modal shares and numbers
      The initial four strategies above – the train, tube, tram and E- cycle networks – would together bring 2⁄3 to 3⁄4 of passengers and 2⁄3 to 3⁄4 of staff to and from the airport, seven days a week. This is twice the present public transport share, and three times the present public transport passenger numbers, taking account of a one third growth in staff and passenger numbers at the airport. Leaving one eight to one sixth to arrive by bus, coach or dial-a-E-van. With an equal one eight to one sixth to arrive by taxi, mini-cab or private car subject to the congestion and ULEZ charges.

      Afterword
      The future of air travel and reduction in carbon emissions are closely linked to the ground transport options and choices to and from airports. Heathrow has an existing comprehensive train and tube system, but the former is underused and the latter overcrowded. This should be reversed. In the interests of the environment and the society at large, nudging passengers to travel carbon free, is in everyone's interests: London's inhabitants, visitors and businesses, as well as the city, regional and national economy included.

      Thameslink West: an alternative to Crossrail 2?

      Crossrail 1, the most expensive transport investment for over a century, has proved even costlier than anticipated or hoped for. Observing the complex city centre stations – with their vast sub-surface ticket halls, demolishing half a dozen buildings at five central London stations – indicates that the line would be expensive. Slim-down design of stations, without complex ticket halls and interchanges with the tube, and with simpler escalator access at either end of the stations, directly from above ground, may have proved better value for money. Crossrail 2 of similar design, but with even longer tunnels deeper into the relatively low density southern suburbs of the city, needs to be simplified and redesigned to maybe half the cost. Thameslink West is an alternative approach, building on a 1943-idea to build a deep rail tunnel between Battersea and Paddington via Victoria. Thameslink West complements the existing Thameslink (East).

      Thameslink West
      – Thameslink West consists of a 3 kilometre tunnel between Victoria and Marylebone, with new sub-surface stations, tunnel ramps at either end and an intermediate station at Bond Street.
      – Thameslink West has 16 carriage long train platforms at the three new sub-surface stations and several new or remodelled on-surface stations such as Brockley, Battersea, Wembley Park, Brent Cross West, Tottenham Hale.
      – The costs of the three below ground stations would be £1.5bn each, the tunnel another £1.5bn. Several new train line junctions would be provided in the north, including at Finchley Road, Kenton, Wembley, Harringay, Seven Sister, Tottenham and/or Walhamstow. The new junctions and on-surface stations would cost on average £50m each.
      – In the north, Thameslink West would extend to destinations such as Stansted, Cambridge, Hertford, Stevenage, Luton, Milton Keynes, Aylesbury and Bicester. And in the south to destinations such as Dartford, Sevenoaks, Gatwick, Horsham, Guildford and Heathrow via Staines.
      – At Brixton, Clapham North, Willesden Junction, West Hampstead, Harringay and/or Tottenham, Thameslink West will relieve the Victoria, Jubilee, Northern, Bakerloo, Metropolitan and Piccadilly lines. Providing extra capacity for up to 200.000 passengers an hour on the six lines together at peak hours, the equivalent of the capacity of half the north/south tube lines.
      – With Thameslink West, fewer commuters will need to travel through stations such as Highbury & Islington, London Bridge, Stockwell, Vauxhall, Green Park, Paddington, Euston, Moorgate and Liverpool Street, reducing station overcrowding at peak hours.


      Afterword
      Thameslink West is an opportunity for London to do away with overcrowded pubic transport at a reasonable cost to the city and the nation. The Thameslink West & East both allow direct journeys i) into the centre from the suburbs, ii) between outer boroughs as well as iii) more capacity north-south within the Circle lines and Overground loop. With double long 16 carriage trains, 2500 passengers can travel every 150 seconds in either direction on either line. The Thameslink West will not solve overcrowding forever – but should together with an enhanced Thameslink East, an enhanced Overground loop and the new Elizabeth line –provide enough capacity for several decades to come. North-south and east-west as well as diagonally between the outer boroughs of the metropolis.

      Flere syklister i norske byer? Lær av Berlin!

      Oslos byråd ønsker en tredobling av antall syklister til en av fire av lokale reiser. En stille sykkel-revolusjon har allerede funnet sted i Berlin i løpet av det siste tiåret. Andelen personer som daglig pendler med sykkel er halvdoblet til mer enn en av fire. Denne artikkelen redegjør for noen lærdommer fra Berlin for Stor-Oslo og Norges tjue større byer og kommuner. Fra en by med  omtrent et halvt århundre med målrettet sykkel-tilrettelegging.

      Det historiske, fysiske og juridiske rammeverket i Berlin er nokså forskjellige fra Norge, og høy sykkelandel hos oss er bare mulig med både fysiske og juridiske endringer. Endret kjøreatferd er nødvendig for å gi syklister den nødvendige prioriteringen, tryggheten og sikkerheten – opplevd og fysisk. Som kan kun gjøres ved å endre lover og forskrifter, samt omfattende kampanjer overfor bilistene om endringene. Endringer i reglene om prioritering i gatekryss, i rundkjøringer og ved forbikjøring av syklister har vært diskutert i et halvt århundre, kan ha størst virkning og haster mest.


      Sluttord 
      Lærdom og erfaringer fra Danmark, Nederland og Tyskland er godt tilgjengelig, og kan ideelt tilegnes og implementeres her i løpet av få år. Men vi mennesker er tross alt komplekse, og noe lærdom tar generasjoner å tilegne seg. Sør-Korea og Kina har imidlertid tilegnet seg enormt med kunnskap fra den vestlige verden på bare noen få tiår.

      Så kanskje er det håp tross alt for at en av fire pendlere i de tjuefem største norske byene/ kommunene kan pendle på sykkel til og fra jobb fra mars til oktober – gjerne en fjerdedel på elsykkel og en fjerdedel på delesykkel. Til sammen en og en tredjedel million pendlere i 25 kommuner fra Arendal i sør, til Ålesund i vest og Tromsø i nord – hvor til sammen halve landets befolkning bor.

      Ikke minst når en ny generasjon har hatt byrådsmakten i en valgperiode og tatt over sykkelplanleggingen i Oslo. Godt hjulpet hvis en ny generasjon planleggere, ingeniører, beslutningstakere, entreprenører m.fl mestrer flere språk enn engelsk og skandinavisk. For å tilegne oss lærdom direkte fra våre hundre millioner sykkelglade naboer i de tre landene på den andre siden av Nordsjøen. For storbyenes del, kanskje spesielt Berlin og Rotterdam, hvor store deler av byene ble gjenoppbygd på både sykkelens og bilens prinsipper – parallelt og likestilt.

      Is the 'brick' warehouse striking back?

      Inner London may be about to leave one of its last post-war legacies behind – low density light industrial, storage, distribution, logistics and retail sheds. Typically still found along or near the orbital Overground, now that Stratford and Nine Elms are being transformed and regenerated more than maybe anyone could have imagined a few decades ago.

      The 2020-decade Inner London warehouse will be different in five aspects from its one or two century old predecessor. This time around the warehouse is built with steel or concrete rather than iron columns. The ceiling heights are maybe double or triple, the lifts are indoors rather than a pulley on the outside, and the first floor will typically accommodate white van parking. With stunning outer walls of bright and colourful light weight materials, metals and/or glass. Rather than brown, red or beige brick, often now appearing as almost black.

      High intensity giant logistics and distribution centres accommodating the 50 biggest logistics companies should all be accommodated in three inner or near-inner London locations respectively. As for the remaining 500 to 1000 medium size companies with light industrial, storage and/or logistics needs in the five inner southern London boroughs. Located one on top of the other in 3, 4 or 5 storey twenty-first century warehouse style buildings (see below figure from Berlin PZB).


      Afterword
      But dear Southwark and Mayor of London, please go back to the drawing board. Old Kent Road is nigh for redevelopment, but only as part of a holistic inner London strategy on retail sheds, light industry, storage, distribution and logistics.

      Policies on white van emission and white van parking within Inner London and the North Circular Road are also needed. If one in three vehicles on Inner London roads is a van, then policies have to adapt to reflect this current situation.

      Inner London policies on ground floor commercial, light industrial, workshops and civic use-class flexibility are also needed from the Mayor. As maybe as many as four fifths of apartment buildings in inner London are built at present with residential use on the ground floor. Mandatory flexibility on ground floors uses will benefit all Londoners and decrease the cost of local services needed by all – small businesses, the self-employed, start-ups and the like included.

      The 55+ inclusive city in a 75+ inclusive era

      As the oldest baby boomers reach 75, generation X is reaching 55. How ready are our streets, cul-de-sacs, communities, neighbourhoods, parishes, suburbs, villages, centres, towns and boroughs of London for the over-55s century? How can the boroughs and the Mayor prepare? What can they do differently? Who can be in the forefront? What can London learn from other towns, cities and nations? And how can the city, the London Plan and the boroughs plans better prepare for the 55+ inclusive city?

      This article outlines six recommendations for a more over 55+ inclusive inner and outer city, boroughs and suburbs. Where generation Y and Z mutually exchange favours and tasks with the both the 55+ and the 75+ generations. Where next-door-neighbours and grandparents offer each other a helping hand, not necessarily out of charity, but maybe as a barter, where time is exchanged for time. Where neighbours with different skills and experiences gain. In an era where both grandparents and grandchildren are living increasingly further apart, gain. A win win for all inhabitants of the city, irrespective of age, resources and background.

      This article coincides with the publication of the revised London Plan, the TCPA guide Creating Health Promoting Environments, and the upcoming second draft of the Greater Manchester Spatial Framework, all of which may benefit from a greater focus on the over-55s. According to one university, baby boomers and generations X, Y and Z are born between 1945, 1965, 1985, 2005 and 2025 respectively.


      Afterword
      London has a relative young population, with a million new jobs created during the last decade, many taken up by new arrivals from across the UK, the EU and further afield. However, with nine million inhabitants, London may soon have the highest concentration of 75+ inhabitants in Europe – together with three other cities, Istanbul, Moscow and Paris, the Randstad and the Rhein-Ruhr metropolitan regions. Other big cities from where lessons may be learned about how to prepare for the 55+ inclusive urban era, are Berlin, Madrid, Milano and Rome – each with about half the inhabitants of London.

      How London meets the challenge of almost a one half increase of the over-55s and a doubling of the over-75s within the next two decades, may determine how successful the city will be in remaining a world leading city in generations to come. As businesses and employees not only seek to locate in cities with world class quality of life for working adults and families. But also where the elderly with a wide range of income, can maintain their quality of life through their retirement.

      In a city where 55+ inhabitants can be certain of not only receiving world class health and public services. And where they can be certain of living in apartments, neighbourhoods and town centres carefully adapted to their varied and sometimes complex needs. Whether they are men, women, couples or singles; 55+, 75+ or 95+ years old. Irrespective of educational, ethnic or professional background or experience. Or distance to close family and relatives.

      The summer was spent mostly in Berlin and London with visits to Oslo, Lisbon and Amsterdam – with 22 days of > 30C during the afternoon, 33 days between 25-30C, and 37-38C on two occasions in the former.

      I cycled three and a half day in 30-35C from south to north along the cost of Zeeland, South and North Holland. You see a lot of the countryside, towns, villages and resorts. Thousands of tourists from DE, BE and NL on the beaches, thousands of cyclists – mostly locals, some long distance tourists and hundreds of speed cyclists one evening in a national park near The Hauge. A little of normal everyday life, customs, traditions and values. As well as ecological, economic and socio-cultural aspects of a nation of 17 million inhabitants – similar to the number of citizens of Denmark, Finland and Norway.

      Having previously cycled the entire south coast of England from Kings Lynn to Land's End and Dartmoor. As well as the coasts of northwest and the northeast of Germany, the northwest and northeast of Denmark, and the entire south and southwest coasts of France – 2700 miles or 4400 km in total.

      Sydney and Brisbane – Low carbon anytime soon?

      Australia, with a population similar to the greater south east of England and the Netherlands – or half the size of England in one and a half decades into the future – may be one of the least energy efficient nations on earth.

      Sydney, Melbourne and Brisbane together account for half of the population, all with a fraction of the gross densities of cities such as Amsterdam, Berlin and London. Except for the innermost municipality areas (boroughs) of the two former – accounting for 1 in 25-30 of the inhabitants of either city – with 80, 40, 9 (net), 50, 60 and 70 inhabitants per hectare gross respectively.

      Four challenges faced nationwide in both urban, suburban and rural areas are: Average homes sizes being the second largest in the world at almost 200 sq metres. The number of cars per capita being the third highest in the world after the US and New Zealand. The proportion of parents driving their children to school. And a majority of employers offering free car parking for their employees – sometimes in highly accessible locations and town centres.

      This article sets out seven priorities that could maybe halve Sydney and Brisbane energy use and carbon emissions within a few decades – the former with two or three city centres, Sydney Harbour, Parramatta and the just announced South West Creek, the former and latter 50 km apart.

      1_ Low carbon row housing town centres
      New housing suburbs are somewhat old fashioned – with their endless two or three car household bungalows – a twenty century solution for the twentieth first century. When maybe half of households would be happy in semi dense walkable neighbourhoods. With two or three storey terraced, row or town houses or two or three storey semi detached (twin) houses. Especially if located within long walking distance of walkable apartment neighbourhoods with ground floor mixed uses – for shopping, services, leisure, crafts, co-working – and a train or tram station at their centres.

      Present day Sydney is particularly relevant, as the model for new neighbourhoods within a kilometre or a mile radius of a new train or tram station already exists in the inner western suburbs of Sydney. With its mixture of dwelling types and sizes – apartments, terraced bungalows and town houses – small businesses, parks, craft, retail, civic and commercial services and activities.

      Constructing apartments within half a mile radius or 200 ha gross area of a station, row housing within the next half a mile radius or 600 ha, and semi detached and detaches houses within the next half a mile radius or 1100 ha further out. The former two should generate enough footfall to support mixed use ground floors throughout the mixed use apartment neighbourhoods.

      At 50 and 25 units per hectare gross (including roads), the two former could accommodate up to 5k and 8k dwellings respectively. With 30k inhabitants within a mile radius or 8 sq km of a station. Or 44k inhabitants within 1.5 mile radius or 19 sq km. If half the land is residential, one sixth parks, one sixth civic and one sixth commercial. With car parking either underground or as curbside perpendicular and longitudinal residential parking along side streets. Saving energy and land – reducing emission, distances, travel times and commuting – easing daily life, mobility and logistics.

      The above example contrast somewhat with the newly announced town of South West Creek, near the planned Sydney western airport, where a similar amount of inhabitants – 30k – will be housed in an area twice the size of the above example – 15 sq km rather than 8 sq km.

      As for accommodating another 4.5 million inhabitants or 2 million households by the middle of the century in Sydney. If half were to live in apartments or row housing, and half of them in mostly new greenfield areas. There would be a need for 16 new train or tram station towns within one mile radius of apartments and row houses. Together these 16 towns can accommodate half a million households or one million inhabitants within long walking distance or a mile radius of the station. Providing the 200 ha mixed use apartment neighbourhoods with enough inhabitants to support a vibrant social, civic and commercial scene and life.


      2_ Multi-use ground floors and parks
      Nurseries, services, craft and light industries could increasingly be located on the ground floor of apartment buildings throughout near station areas of the two cities. Including workshops, studios, co-work places and pre-school nurseries in apartment blocks adjacent to parks. Nurseries sharing the use of a communal garden within the block or the adjacent local park during the day. In new near station areas, a mixed use local or larger park could be provided for every 8 or 10 surrounding blocks in medium and higher density areas. Large enough to be used by a large nursery during the day, a sports court for adults in the evening, and all local inhabitants young and old alike at the weekend.

      3_ Low carbon homes, commercial and civic buildings
      Most of existing homes of the two cities are lower carbon, so turning them into zero carbon should be possible for the great majority of homes. Electronically controlling solar gain and natural ventilation by more shading during the summer months and more glazing during the winter months goes a long way. As for new apartments, they should all be able to rely on convection cooling during the summer months by including adequately sized and located vertical ventilation shafts.

      Most new and some existing commercial and civic buildings have a great potential for being mostly cooled and ventilated by convection. As for existing buildings, controlling solar gain during the summer and winter months goes a long way in converting them to lower carbon. Introducing a requirement – similar to that in Switzerland – for all windows to have external sun shading should be implemented within a year or two.

      4_ Low carbon e-mobility
      Daily commuting to work, nursery, for shopping, education or leisure is complicated in both almost entirely suburban cities. Further complicated by fact that the population of Sydney is estimated to double to 9 million – on par with present day London – and Brisbane to a third of Sydney's size within half a century.

      A dozen major high streets and a dozen selected shopping, service, retail and leisure centres as well as all Westfield's in both cities could be more readily accessible by e-bikes. Equipped with e-bike charging points, e-cargo shared bikes, and encircled by e-bike and bike priority routes within a two mile radius. Maybe increasing five to ten fold the proportion of e-biking and cycling customers and visitors within a decade.

      In both cities e-cycling could further change the status-quo, with segregated e-bike lanes. With priority at junctions, against one-way streets, with e-bike parking and bikes on off-peak and non-radial transit routes. Including innovative provisions within a two to three mile radius of the three to four dozen top frequency/connected train stations in both cities.

      5_ Low car traffic city and town centres
      Restricting car traffic within the inner cities could evolve travel behaviour, limiting the car to predominantly suburban to suburban trips. For example by introducing congestion charging similar to that in Singapore and Scandinavia, evolving from the present per motorway mileage. Further, neither city are on an island like Manhattan and both cities are built on solid rock making tunnelling and bypassing traffic possible. In Brisbane there is already a 2 x 5 km triangular shaped motorway network surrounding the centre. Potentially allowing most traffic to bypass the centre if the majority of the inner city's inhabitants, commuters and visitors alike chose to travel there without their cars.

      In Sydney, a similar 4 x 8 km rectangular network is partly planned, partly being built – but strongly resisted by the central municipality. Maybe because some neighbourhoods will be left with more traffic or because some inhabitants will be left with expensive tolls. Why the municipality is unwilling to shut side streets to retain traffic levels at present or even lower levels is unclear. Particularly as the majority of their inhabitants will probably benefit, but only if bypassing the centre is financially cheaper than entering it. Congestion charging external drivers more for crossing the motorway ring than staying on it or outside it is possible. But charging inner city inhabitants only when crossing the motorway ring – as in Singapore and Scandinavia, but unlike in London.

      Combining congestion charging with increased restrictions on non-residential and residential car parking; shutting side streets outside peak hours and at weekend; rewarding, e-bike, e-cars and e-vans financially; and introducing widespread car sharing are four supplementary possibilities. The latter offering a valuable alternative for car ownership in one person households or a second car in two person households. Both within and a few miles outside the motorway rings around the inner cities – to promote an alternative to public transport for both for radial on non-radial travel and commuting.

      The four supplementary possibilities should also be introduced in a few dozen higher density areas and town centres throughout the outer suburbs of the two cities. To better shelter mixed use commercial and residential urban neighbourhoods. Improving quality of life for inhabitants. And make it more attractive to live, grow up and retire there for families, couples as well as singles – young and old.

      6_ Commuting and transit rethink
      Reducing car commuting proportion from three quarters to a half by increasing e-biking and public transport would reduce emissions the most. The latter would be easier with more bus lanes, bus stops a third of a mile apart, increased priority of non-cars at junctions, easier identified routes, improved information at bus stops and inside buses, service guarantees and refunds.

      Both cities can also learn from Brisbane's network of underground bus tunnels; The Hague's and San Francisco's underground tram lines; Copenhagen's automatic circular metro; Stockholm and Paris' orbital tram lines; Up to 24 trains per hour on London Crossrail, Thameslink, Paris' RER C and 30 tph on RER A; Berlin S-bahn's 10 and 20 min frequency; Madrid's multitude of train and metro tunnels through solid rocks deep into the suburbs; 55m long and 300 passenger trams in Budapest.

      Generally, maybe as much as one quarter of new transit investments are too low capacity, one quarter is years or decades ahead of demand, one quarter would benefit from a different alignment, and only one quarter is meeting and balancing demand and supply nicely. The three former are sometimes possible to avoid, sometimes not – depending on political, financial and forecasting possibilities and constraints.

      Some possibilities that maybe deserve further study in Sydney are: Bus tunnels under Neutral Bay and Surrey Hills; A rail loop connecting UNSW and Randwick to Bondi Junction and Green Square; Extending the western tramline north and northeast towards Chatswood, Frenchs Forest and Dee Why and south towards Wolli Creek to connect it to six radial train lines, from two only at present. Increasing the number of trains through the centre from 16+18/20+16 trains per peak hours long the three present lines to 24+24/24+24+24 with an addition line would increase capacity by two thirds.

      7_ Renewable energy and construction
      Net carbon free electricity is possible by 2050 or 2060 if solar and wind is expanded to replace coal as the main source of electric according to some. Whether this goal includes converting cars, vans, lorries and buses to electricity is unclear at present. Similarly, there is little mention of whether to replace natural gas use with solar or wind for heating water, pools and buildings.

      Reducing the carbon footprint of the construction sector is another necessity – amounting to one quarter of carbon emission nationwide at present – if global warming is to be reduced to less than 1.5C. Use of concrete and steel is carbon intensive, and its use increases proportionally with the height of a building. Very high density urban and very low density suburban areas are also more carbon intensive, the former with its multitude of partly underground services, and the latter with its high proportion of meters of roads per households.
